Position Objective:

The position is responsible for assisting in the efficient and effective planning, budgeting, coordination, and supervision of the inspection and maintenance of the Maintenance of Way equipment and vehicle fleet.

Responsibilities:

  • Manage all administration of Maintenance of Way shops and direct subordinates in efficient use of budgeted resources.
  • Direct and review allocation of material, equipment, and personnel.
  • Implement safety programs and improvements.
  • Approve daily payroll and overtime control documents.
  • Monitoring of maintenance support vehicle locations relative to assignment, adherence to traffic safety, and Metro-North motor vehicle policy through GPS monitoring and visual inspection.
  • Ensure employee compliance with company policies and governmental regulations.
  • Order and maintain inventory of all office supplies.
  • Manage compliance of the Attendance Tracking System (ATS).
  • Manage employee vacation scheduling and tracking system.
  • In conjunction with the Assistant Director- Equipment initiate requests for acquiring new Maintenance of Way equipment including assisting with preparing specifications for machines and reviewing competitive bids to ensure that recommendations are for best quality and least price in accordance with established standards.
  • Prepare and monitor reports for the evaluation of the Maintenance of Way Department equipment budget.
  • Approve and maintain parts and fuel inventories.
  • In conjunction with the Maintenance of Way Material Management Department, reconcile all department purchases in Peoplesoft to ensure vendor payments are issued to maintain compliance with the New York State prompt payment law.
  • Manage the establishment of all departmental contracts utilized to procure parts and materials required to keep assets in a good state of repair.
  • Managed rental equipment contracts, coordinated equipment rental deliveries, and returns, and approved monthly invoicing.
  • Communicate with other Metro-North departments as well as outside concerns regarding work that may impact Maintenance of Way work.
  • Manage Departmental IT access and assets including cell phones & tablets, email & Kronos access, and Peoplesoft access.
  • Manage the Work Equipment’s retired asset disposal and removal program.
  • Investigate all accidents/incidents and complete associated safety reports needed to maintain company and FRA reporting compliance.

Required Qualifications:

Required Knowledge/Skills/Abilities:

  • A strong fundamental knowledge of mechanical equipment and support system operation as it relates to diesel and gasoline engines, hydraulic systems, pneumatic systems, electric systems, and propulsion equipment.
  • Knowledgeable in heavy construction equipment operation and repair.
  • Excellent written and oral communication skills.
  • Working knowledge of Microsoft Office Suite or comparable applications.
  • Must possess a valid Driver’s license.
  • Working knowledge of database management and reporting.
  • Strong interpersonal skills with the ability to communicate with all levels of management external contacts and subordinates.
  • Strong ability to take control of assigned tasks with limited supervision and provide leadership to staff.

Required Education and Experience:

  • Associate's Degree in Engineering, Business, or a related field.  Demonstrated equivalent experience, education, and/or technical credentials may be considered in place of a degree to include an additional two years of related experience.
  • Minimum three (3) years of experience in an equipment repair facility with administrative responsibilities.
  • Minimum one (1) years of experience supervising staff, projects/processes.
  • The following is/are preferred but other satisfactory combinations of relevant experience, education, and/or technical credentials will be considered:
  • Knowledge of Federal Railroad Administration regulations.
  • Knowledge of labor agreements and their implementation.
  • Knowledge of railroad Maintenance of Way operations.
  • Experienced in the repair of diesel engines, hydraulic, pneumatic, and electrical system operations.

This position is safety-sensitive and subject to toxicological testing.

According to the New York State Public Officers Law & the MTA Code of Ethics, all employees who hold a policymaking position must file an Annual Statement of Financial Disclosure (FDS) with the NYS Commission on Ethics and Lobbying in Government (the “Commission”).

Employees driving company vehicles must complete defensive driver training once every three years for current MNR drivers; or within 180 days of hire or transfer for an employee entering an authorized driving position.
